You can advance to 3rd job past lvl 55, yes, not sure about 70+ though.
One thing is weird though, I accidentally used all SPs (including the 3 gained at lvl 56) on earlier job advs and then went FFFFFUUUUUU-
Fortunately, I had those spared 3rd job SP resets, however, only 2 points could be resetted into 3rd job skills, so... awkward.
As for Slash Storm, I'd been hunting Stone Golems on and off for almost 2 levels before I gave up.
