Item Rating(potential) and Enhancement(star) System

Ie.
Unidentified item
use a Magnifying Glass
1) Rare/Epic/Unique (blue/purple/yellow)
2) 2 or 3 bonuses randomly (or maybe 1-3)
3) randomly select those bonuses from what's available to that item rating, based on the level of the item

Rare items only have level 0 or 1 bonuses (3%), Epic can have level 2 bonuses (6%), and Unique can have level 3 bonuses (the 9% for 71-120 equips)

Mk that helps a bit more. But really the blue/purple/yellow border goes hand-in-hand with the stats itself, exactly like how a 40+ above item is yellow, below average is gray, etc?

If that's true, then I completely get it now.

@takebacker: Someone pointed out if you have 2 bonuses, you could MC it to get 3 bonuses. Can the # of bonuses ever drop after a certain point?

i.e. 1-->1-->1-->2-->2-->3-->3-->3

Where the suceeding # of bonuses is greater or equal to the previous.
