Item Rating(potential) and Enhancement(star) System

4% rare, 8% epic, 12% unique

(don't know the color though)

I thought the only level 121+ gear were elemental wands? The highest level gear I've ever seen was 120, and those were reverse items. That could explain the green rank though!

Uh, rating would be stars, potential is enhancement...

All sources I've read have said the Magnifying Glass/Cube/Potential Stuff = Item Rating system and Stars = Equip Enhancement =S Even spadow's blog says it is, and he provided patch notes;
