Here's the thing with waiting. As soon as they release all of those(if they do), then wait a few more months. Ding! Suddenly there is even more new features. It will be a never ending cycle of new things for low levels, so there isn't much point in waiting.
As for the perfect stats, I highly doubt that. They easily make tons and tons of money on stat resets(I've bought about 6-8 between my 2 characters, yay packages <3) and will continue to do so. I see no reason for them to release it when rolling a 4/4 isn't too hard.
Just keep playing. cPQ came out, and a few months later a pendant that high levels can get came out, and is now in demand of a lot of players. IMO, the only thing that has come out recently that higher leveled players got gipped on were those Palm Tree chairs, but, oh wait, it is just a chair.
