People who are already high leveled are basically hooked and Nexon feels they don't have to do a whole lot to keep those people playing. They "demand" new content but a lot still continue to play (and pay).
It's such a smaller part of the player base, from a business PoV they would rather focus their efforts on 1-70 gameplay to entice more people into playing (now take away the L).
Terribly sad, but true... especially when you consider that flashy high level skills and boss fights shown in promo videos of the game are what often attract new players (or at least, that's what attracted me originally).
I've said it before (though not on this forum) but it's a sad day when you reach lvl 70/3rd Job with your first character, and not only realize that you've now got access to all kinds of cool new flashy moves, but that there's not very much content aside from grinding spots for from then on. Hitting 100+ adds a bit of variety through boss fights, but really, it's overshadowed by the grinding you'll have to do the majority of the time...
Don't get me wrong, the gameplay in MS improves more and more with the more access to new skills at higher levels, but this game could be so much more for higher levels than it is now.
At least high level players got a tiny bit of love with CWK... *awaits flaming to begin*
