Indeed, 15 seconds exactly, for me and others who have checked.
It's the client itself, not network or server, because things get paused that the client handles by itself (like skill animations, item drop animations, walking, etc). It also can't be the local computer because we can't all have the same external program kicking in every 15 seconds to hog the CPU. (Task manager shows nothing but MapleStory.exe taking up significant CPU at any time, btw)
They must have added some kind of timed processing that takes place every 15 seconds, but it's way too heavy and causes a noticeable hiccup in the game. Very, very annoying.
