new KMST gear has percentage based ACC and AVOID

I wish pots gave +% avoid. I would use them again. >_>

Also, how do you know 100% is the max? o.o

I think ClawofBeta or someone earlier in the thread said the cap was 100%, or maybe that's just speculation.
