new KMST gear has percentage based ACC and AVOID

Is it 173 accuracy needed to 100% hit Oblivion 4? If so, I can lose my agent earrings and get the 3 STR/3 DEX/+10% HP earrings, and have exactly 173 accuracy. This is really exciting for me. Way to make my day, Nexon!
