Modest Max Speed Gengar is outsped by +speed base 100ers, and at elast a third of OU are base 100, so that's a really huge loss. Max speed also allows you to outspeed HP Fire Latias, which Gengar can put a huge dent in.

Pure offense can work, if you can keep up the pressure and hammer your opponent's counters open. Basically, you use sets with redundent counters, severely dent the counter with one set, breka home with another and sweep. At least that's how I think hyper offense works.
Your team is still Gyara weak, though. It can easily come in on Scizor, Suicune and Snorlax in its non-normal moves, and if it carries DD and Stone Edge it's basically it for you barring it missing several times in a row (stone edge is the worst move in the game!). You really need a decent counter (Celebi or Porygon2 are the best ones), or at least a scarf revenge killer/a Jolteon to kill gyara after a kill.
