Unfortunately, the problem may very well be related to permissions. Since I really don't know if you've done this or not, I would disable UAC (User Account Control) on Vista/7 and I would also check that file's properties and check its Security tab (if it's there, it should be afaik), and ensure you have proper permissions. Also make sure that in Properties, that the file "isn't blocked" (rare, but it can happen, and can cause that issue).
