I'm going to have to say Night Lord here. My personal experiences ranges from these classes I have played, previously owned in the past, or still have today:
-Night Lord
-Corsair
-Bishop
-Dragon Knight
-Bucc
Out of 5 of my strongest, 3rd job classes+ characters or higher, I noticed my Night Lord was the fastest. Corsairs have maxed Recoil, but the problem with Recoil is that it's significantly harder to do a short hop with it as compared to a NL's Flash Jump. Also, Recoil had delay, last I played. I can easily do something like this (and don't mind it being sloppy, I was in a rush when I drew this, consider it as a 3-seconds interval, though I'm sure it's slightly inaccurate somewhere)
