Well, it's both level and types of gear.
If you have dex shoes/cape instead of purely attack gear, that raises the ratio without decreasing your damage by much.
And of course at higher levels you have more dex, so the ratio rises. My level 30 Aran has a 1.6str:1atk ratio (which is pineappleing epic), while my Paladin is over 4:1 and gonna be 4.5:1 by 140 unless I change up my gear.
