With that, Orb would never be stronger than Dragon Strike alone, as Dragon Strike does approximately 574%/s/mob, 3444%/s on six mobs, Orb only does 2648%/s on six mobs. So unless Orb's speed was changed to ~700ms (86apm), it won't ever be stronger; of course, depending on what the delay is for Dragon Strike, the Dragon Orb combo could be enough difference compared to Dragon Blasting.
As I showed in my (now outdated) calculations, Energy Blast and Dragon Strike were not to be used alone; in Third Job, you would throw one Energy Blast followed by a Sommersault Kick if you were close enough, or fill the gap with a Screw Punch to close the distance. Energy Orb is meant to replace Energy Blast in this respect. With the change in delays now though, this could have become irrelevant due to how slow Orb is on its own compared to the (old) action delay of Energy Blast, or even Dragon Strike's new delay.
It's a bit more complicated to count Action Delays compared to spamming delays; what you would do is count how many of (A + B) combos you can do in a time frame but it adds a lot more human error. I'm afraid I can't measure ticks like LazyBui could though, that was extremely helpful.
