Well, here's a bigger explanation:
If you complete a repeatable quest (only the first time), it counts towards the Quest Specialist Medal, and it also ends up in Completed Quests. But once it's Available again, it should NOT show in Available, but can still be started. If you start it, it will jump out of Completed and go into In Progress, but it still counts towards the Quest Count, if that's what you wanted to know.
