Look does not equate to hardness (ala Pink Been)

Its somewhat redundant saying that some horribly hard looking boss should actually be horribly hard to kill. Most people gripe about Neo Tokyo due to the impossibly high damage when you are a ranged character, which have unfathomably low HP (even in high lvls without HP washing), so it basically forces some people to never experience the area because they cant even touch most things that are there.

I think he's saying that since Neo Tokyo is so far in the future, the technology advanced and got stronger.

Lemme use this as an example. Right now Maple has sharks. After 100 years to improve on technology, we now have sharks with frickin' lazors on their heads.
