If you're using a multiple-target attack, it only works on the first monster you hit. It also works with the powerguard effect of energy charge. On that monster, it checks if there is a monster in range for sparks, and if there is, that monster gets damaged. The process then repeats for the sparked monster, and then one more time if you have 11+ sparks. Sparks isn't affected by mastery but is affected by critical.
