Part A and B are heavily different. Sure they could nerf/buff the game all day long. However they can't shut down their game and simply walk away. There would be a significantly large amount of financial compensation necessary, or a class action lawsuit would be easily formed and won. So yes it is within their ability, but most definitely not within their rights unless they want to answer to their actions in a legal world.
