This is a great point. However, we have sadly experienced that this issue happened before:
Remember when Bigfoot got its damage-boost increased again, after a patch? Nexon stated they would fix this through a server check. What a lot of people here guessed was that they would nerf through having the server lower the damage reduced, and thus apply the hack-check which would ban them straightly afterwards. This actually happened, even though we thought of this right after the SC-announcement.
So while it's a good point, it does not guarantee that Nexon considers this as the actual idea of VH on a HTP.
For my case, I'll think I compare this with the icepoles melting: We can't confirm it 100%, but it's always better to be safe than sorry. Before Nexon states that this is intended or not (if they do, that is), this could be a glitch or work as intended. However, in order to avoid any losses, I would suggest not buying nor scrolling HTPs with this until we have got some clarifications.
