Every company's going to be after cash, but unless you're absolutely required to pay to get into it, I don't think you have a damn right to complain. You don't have to touch the cash shop, or even the game client itself. You didn't pay for it, you aren't paying for it, so you aren't particularly obligated to get stellar service. I know it sucks, but it's the truth. If a company were guaranteed to get a ton of money from millions of players every month, I'm sure they'd care a lot more about customer service.
Not to say Nexon is completely justified in essentially ignoring people, but unless they're guaranteed to get your money, they don't have a reason to care. It's not like the world is full of benevolent saints that're going to always be there for everybody.
