Maker - Alchemy Skill FAQ and Walkthrough

So, my Dawn Warrior is now able to craft with Maker, and i'm a bit confused.

Does the Hands mean that using a stimulator has more than a 10% chance of being destroyed?
or does it have close to the full 10?

The latter assumes that a high level thief/mage would have a much lower than 10% chance of losing their item.
