Blaze Wizard's Meditation fails to work.

That's very, very weird. There are literally no differences in meditation compared to I/L and F/P, at least when you go look @ the WZ-data.

But the actual skill usage is server based, amirite? thats why you freeze when buffing in a lag spike.
