The 3 att is most worth it for weapons you aren't going to mass scroll, meaning weapons that you'll spend a lot on for the base stats but don't plan to use many 30%s if any. I don't think high-grade diamonds will be that expensive, but if they turn out to be, mid-grade diamonds would be more efficient for mass scrolling projects anyways.
