In a nutshell, level 30 AC would give you a 190% boost instead of 1 AC, which gives you 145%.
Here are two possible skill builds you have at 130:
Brandish 21, AC 11ish (assuming you put 1 into Rush)
or
Brandish 30, AC 2
Brandish 21 is 224%*2, with AC 11 giving a boost of 159%, giving a total damage per Brandish of 712.32%
Brandish 30 with AC 2 gives 260%*2 with 146% boost, or 759.2%
So max Brandish first, basically.
