Both of them need GMs, maintenance (so they don't kick everybody out like tespia did for 3-4 days in one of the test periods) and other stuff.
Actual number of hardware is kinda irrelevant, what with virtual machines and stuff. Look at private servers, they almost all ran on a single server, with the exception of the big ones like odin (3 servers afaik, running login + 13 channels)
Heh, I'm pretty sure Tespia didn't have GMs and it was monitored very little.
Global's GMs aren't enough already, I don't think they'd have more of them for Tespia.
