95% is plenty of stun rate, and the 9 points can be used better elsewhere (mortal blow and thrust).
It's all personal taste. For example my eagle at level 15 is definately not enough, and even though frostprey replaces it once I hit 4th, I feel that more eagle will help me get there.
A similiar thing can be said for hawk, get 21, if you feel it's not enough rework your build to get more =P
Hawk - Mortal Blow - Thrust typically end up being the last skills maxed, and thus are often a point distribution problem.
