ram in general should be able to downclock easily
edit: also ram is unlikely to blow up, you'd probably get bad ram overclocks and BSOD if it is unstable. itll only blow up if your dram voltage is raised too high, just keep ram inside of the memory controllers specifications
love my low voltage samsung rams i got for 32$ which retails past 150$ now, paid for 1600mhz ram, running them at 2133. HURRAY FOR SMALL REALTIME PERFORMANCE GAIN
