The delay increase might be due either to keep the logic of cannoneers, or because of cannon jump -> barrage (increased delay to encompass the entire jump, perhaps due to their new mobility options that may be able to be activated towards the come down of that skill chain). Regardless, the PDR and 30% total damage plus 200% DoT (huzzah, something to ignore PDR completely) makes it a huge buff.
Yup! The DoT hit almost as hard as each line of bazooka after barrage. Hopefully the DoT will be boosted by the debuff as well.
Mobility also improved by a lot too. Cannon Jump followed by FJ/Blast back is dream that come true!
