First of all, don't focus on his feet, jump on top of him and attack his fins. Don't just rely on your weapons alone, use your Cannons, Ballista and Gong when the need arises. They will help you. DPS is not as important. Plus, what weapons or armor are you using?

I use everything that's given to me. Every single Ballista shot and cannonball (Yes, even the shots from the blue chest as well as the binding), the gong and dragonator... everything. I bomb him with Anti-Dragon Bombs and everything else I can do. The reason I eventually just go after his feet is because at some point that's all I have left.
