In 6* I have a quest called "Merchant's Mission" which is regular Rathian. You must have missed the quest that unlocks it. Try doing any Pink Rathian quests you have that are uncompleted.
And technically, Zinogre is not the first monster to reach a SSJ form, that honor belongs to Rajang. Although, he's the first one in the 3rd gen.
