This is because the Stamina system was not kind to him AT ALL. When he's exhausted he takes a very long time to figure out what to do. This means Hammers, HH, and Bows/Bowguns with Exhaust S/Coats can make quick work of him, especially if you have Stamina Drain. I noticed this the first time I fought him, but didn't realize that it was due to exhaustion due to a lack of the saliva drip. Later on, when I had the Sand Barioth bow and my friend was using Hammer, we had him exhausted in less than 3 minutes and he was basically idle for 75% of the fight. Stamina draining also helps kick monsters out of rage (which gives them stamina), so having a Hammer or two on a Plesioth run will make your life easy.
If you don't drain him, he's a complete fu'cking assh'ole.
