Remove stolen buff duration penalty...
Make Ultimate Drive strengthen on single target...
And we're dandy! I don't even care about the 30s switch dealy.

I care very much about the 30 second switch deal because buff duration can be fixed with IA and a Mechanic card while there is no replacement for the switch and undermines flexibility- which is kind of the point of a Phantom as even his non-Impeccable Memory skills are designed to be balanced.
