When I play Starcraft, it reads directly from the keyboard, so if functions like you said. But when I play MS, I have to switch it.
On the other hand, Ctrl+Shift won't even work for me ingame, MS is blocking it or something. It will only use the default keyboard layout (which is obv. Dvorak).
