What's the problem? I use Dvorak and it's never done anything to the keyboard layout. The key settings go to the exact same buttons as they're shown as ingame. It's not like you have to find where ; is on qwerty, then put loot there so that it's still the bottom left key. You just put it on Z and when you're using Dvorak you press ; to use it.
On the other hand, Ctrl+Shift won't even work for me ingame, MS is blocking it or something. It will only use the default keyboard layout (which is obv. Dvorak).
