As Isaac said, a reason because they closed Tespia could be that they noticed they couldn't fix the reported bugs (for a ? reason).
They thought they could do it, so they "tried" doing this new Content Testing "event", but they ended up not opening it anymore because they KNOW it was useless. At least for them.
Remember that the purpose of Tespia shouldn't be getting a level 162 4th job character with uber 1337 stats and screwing around, but reporting bugs. And NEXON should fix them.
So the tester's job = bug reporter, while NEXON's job = bug fixer. In the last round probably only 30/5000 testers actually reported bugs accurately. And NEXON fixed about 2/50 of them. That made Tespia become useless. Neither the testers or NEXON were doing their jobs.
And yeah, as someone said, if you told you was going to report a bug on Tespia, people laughed at you, and many people explicitely said that they weren't going to report any bug and that they were just going to enjoy themselves. That made me go mad.
Seeing how they tested Ariant (minor content IMO), didn't test Singapore and aren't going to test Magatia, I can say they don't plan to open Tespia for a while. Maybe they will open it again sometime next year, when they have some new ideas to let more testers report bugs and when they will decide to fix them SERIOUSLY.
