Let's see, to forge a weapon, you need to be at least 5 levels below it. HOWEVER, to forge lv 80, 90, and 100 stuff... You need to have the lv 2 skill. That is, making the lv 75 quest to upgrade it.
Same goes for the lv 110 and above, with the lv 105 quest for the lv 3 skill. Since it's all the lv 110 and above, there's no need to upgrade again. At least for now.
This is how it works, apparently. Not knowing first hand, so anyone feel free to correct me.
That would be the assumed design. Hard to know for certain if there's not a lot of equips beyond lvl 120 though (and the elemental staves fall under the "gach" category?).
