Maxed Burst Fire & Lv. 1 Rapid Fire

QUICK QUESTION!
Is level 1 Rapid Fire stronger than maxed burst fire??

Using information from Pirate skill tables, Fourth Job Skill Tables, and Attack Speed Reference.
On something with no defence, Burst Fire Does 210% x 3 x 60000/690 (Picked a random weapon speed) or a little less than 55k%/min.
Level 1 Rapid Fire does 102% x 60000/120 or 51k/min.

Now, I'm less familiar with these things than a lot of people, so I may have gotten something wrong, but as far as I can tell, Maxed Burst Fire is slightly better than Rapid Fire.
I used (3) Weapon Speed for Burst Fire, assuming that base weapon speed would be (5), but if it isn't, Rapid Fire might be better.

I think it would take level 5 Rapid Fire to be stronger than Burst Fire.

In my opinion, rapid fire is better than burst fire around level 15 because of bullet usage. By looking at the % damage output for both skills, rapid fire is about the same as burst fire at level 5.

Is it also factoring in weapon defense reduction? I don't care how many hits Rapid Fire does, but because it doesn't crit, it means it'll get raped by damage reduction like Savage Blow.
