Well so far, there's only 1 pair in the entire existance of GMS, that's been proved to exist in-game, and it supposedly goes for an ungodly amount of Mesos. IMO, I would go with it just not existing for the most part. Female characters still have access to some 33-40 top and bottom combos, and the Android top and bottom pairs are level 70, which is Tier 2 and is the same tier as the 33-40 combos.

I saw an SS on basil where a guy had 2 in his inventory(nearly a year ago), and I personally know someone who has one, but i realize that with the money spent on obtaining these skirts, you could improve your range much more. There's definitely more than one though.
