Minimal level to enter Neo City?

Not to do the quests, just to be in party for someone else to be able to enter and train?

I'd imagine it's the same level as when the quests start. Don't know for sure, though.

You get the quest in Magatia at lvl 95.

120 to access rg/afterlord/dunas maps for those who have done no quests and just want to farm energizers

Only the party leader has to have done them. I've been using a level 120 mule that never did any quests, and it gets dragged along just fine to all areas. But I'd like to replace it with a lower-level mule, hence my question.
