I'd imagine it's the same level as when the quests start. Don't know for sure, though.

You still have to do the quest sets to get to each new area right? >_> If you do none of them you should be only able to access the first area unless they changed it since BB patch.
But since the monsters start at 105 I'd say it's around there.

Only the party leader has to have done them. I've been using a level 120 mule that never did any quests, and it gets dragged along just fine to all areas. But I'd like to replace it with a lower-level mule, hence my question.
