According To Spadow u can find now Epic and Unique Items from Monster. This was changed during the RO Patch.
Need Confirmation from Fiel

You always could, but the probabilty is (was?) low.
Since drops are all server-sided, I doubt Fiel could tell us anything about the probabilities being changed.

It was always possible to find Epic items, but the chances are low

You make it seem like finding an item from a monster and potential scrolling an item are both different. But it's exactly the same.
When you magnify a potentialed item though, there is always a chance it can come out Epic or Unique.

oh rly? They might Increased the rate, because spadow said he only found epic items in KMST which was strange for him

From what I read (and concluded to), it's the Chaos weapons from PvP that have a higher chance to be Epic/Unique
