99.99% EXP

I remember you could get to 99.99% way back in Beta, but they changed it somewhere afterward. After that change, you could only get to 99.98% even if you were 1 exp away from leveling. Seems like it's back now?

Yes, it was that way before. Yes, you can get 99.99% now. Not sure when it got switched though.
