Wait, I'm suddenly not so sure.
The char I was doing this on had too many points in 1st job, but now that I think about it might not have had any free points in 4th job to begin with.

I think I have a char I can verify this on, after maintenance.

My NL has 11 3rd job points in 2nd (0 Shadow Meso) so I guess if I leveled it before they release full SP resets I could test it.

I have 141 points in 2nd job on my buccaneer, 132 in 3rd job, and I was still able to assign all of the points in 4th job that I should be able to.
