I know that Chatot has been a pretty underwhelming Pokemon to use in the last few generations, but from reading this page, Chatot can learn boomburst as a new egg move. Most of the new egg moves for other Pokemon isn't all that useful...
But anyway, I guess Chatot is effectively the best user of being a special attacker using a normal move. Boomburst gets STAB, making it a 210 BP attack, perfect accuracy, and going through substitutes. Basically no drawbacks aside from ghosts and soundproof stuff. Chatot itself has 92 sp attack and 91 speed which is pretty usable to start with, but it can also learn nasty plot as another egg move to boost it further. Downside is its very frail defensive stats.

It seems my mate has convinced me to go for a Specially-oriented Kingdra that abuses Sniper. Because of the new critical mechanics it'll be possible to spam Draco Meteor without any negative side effects after a Focus Energy and while Kingdra holds a Scope Lens since the crit rate will become very high. He immediately became 5-3 against our friend who was using OUs. Pretty good way to build momentum.

Definitely not a bad strategy. I've faced my fair share of Kingdra Focus Energy users on Showdown, and it can be a handful to face if not prepared for it.
