seconding this. I just got mine from lvl 9 untradeable directly to level 10 tradeable.... just in case anyone else had any doubts on this.

What with all the crashing and the rollback, I feel this was a lot harder than either of the 17-level ones. Including the first where we had no spare days at all.

This, I started 3 new rings when they mentioned the event extension, and they were lev 9 today and went directly to 10 tradeable. Wish i knew this for the 8 previous ones i got to 10 before, now I gotta waste another hour on those characters.
