It's not.
It's a ridiculous bug that has the game thinking all your buffs are 2x exp buffs. That stack.

These sort of bugs always make me so curious.
How do they break a feature that's been unchanged for so long, in a patch that wasn't supposed to contain any updates to buffs or to exp gain, or anything at all at that layer of the code. It's just a few ordinary NPCs, items, and quests.
The glib answer is "spaghetti coding", but some bugs look more like someone didn't notice they were typing in the wrong window.

Strange, I guess I'll restart the game and see if it fixes or not. Still really strange bug to happen.
Edit : Restarting game didn't fix it so I wonder if theres some memory corruption or something and I need a full shutdown.
