Looks great :] Those shoes... ugh <3

I'm ashamed to say that if she was a real person, the first thing I'd ask her is how she ties that belt :T I have no idea how fabric can be manipulated to look like that, but... yep

Looks awesome. Do you plan on coloring it at some point?

Probably a square knot with flared ends of the fabric itself.
Looks much akin to how we're supposed to tie the neckerchiefs for the dress blues IMO.

Probably not because I cant seem to color things without placing them in a background and that seems like too much hassle.

Also I derped out and put all the black line work onto the same layer where the pale grey sketch lines were and cleaning it up properly would also be too much of a hassle

Go buy a box of crackerjack (or look at one) that uniform the mascot wears is dress whites now make the top and bottem blue(its really black) and add white piping to the top and vola dress blues.

Well, as has all ready been answered, I was referring to the dress uniform of the US Navy.
