P/C on these unique tempest shoulders and other items

I also cubed one more unique shoulder, 9% max hp, int +6%, all stats +3%.

p.s- does the 4% all stat neb include %hp in its effect?

"all stat" is always STR/DEX/INT/LUK. It never includes HP, MP, speed, jump, or anything else.
