Is it supposed to have a max level of 30 without mastery books?

I don't believe so, I've seen BS20 and 30 books.

Did you perhaps use a Special Mastery Book for that?

I used my special mastery book on Nautilus
I'm not sure when or how but either when I logged on today or when I hit 200 it had a max level of 30

I can't say anything about Pirates, but DBs have Phantom Blow, which comes with 30 point mastery as soon as you use skillbook.

Scrambler is not an automatic 30. In fact I am still trying to pass my 30 book...

The books didn't change. You had to trade in legacy books for new books.
