So there are unique items with 12% stat and legendary with 15%?

Excluding legendary tier stuff, it is possible for a rare item on the 2nd or 3rd line to have epic or unique lines. Same with Epic items to have their 2nd or 3rd lines have unique lines. This happens very rarely.

As for legendary lines on rare/epic/unique items, no one has shown any proof yet. My opinion is it isn't possible.

12% unique has never been seen but theoretically it should work, but since legendary wasn't part of potential aside from the original 4th tier i could see why it wouldn't work.

The chance isn't to get a % higher than the maximum possible, it's to get a % that is part of the tier above it. So no, 15% legendary isn't possible.
