You extract it from UI.wz frame by frame and reassemble it into a gif according to the rendering instructions.

^^Thanks, but how do I extract that and reassemble. I was pretty sure you can use Winrar but I already used the free trial.

I don't think this forum allows me to tell you programs.
However just look around for a .wz extractor.
